Yes. Everything travels over secure HTTPS, each school's data is kept completely separate, backups run every night, and administrators can add two-step sign-in with an authenticator app. Accounts lock briefly after repeated wrong attempts, and passwords can be reset by email.
There is only one plan, so there is nothing to upgrade. Each term you pay for the students you have. A payment covers one school term, following your own term dates. If you sign up, or more students join, part-way through a term you pay only for the days left in it. You are reminded when a term is ending, and the portal pauses during the holidays, a week before the next term starts, until that term is paid for. Add-ons can be switched on whenever you need them.
